SALEM, N.H. — Patrick McDougall, a member of the town Budget COmmittee and Zoning Board of Adjustment, was arrested last night.
McDougall, 37, faces three felony charges of witness tampering, and single charges of disorderly conduct and criminal threatening. He already was awaiting trial for a charge of obstructing government administration from an incident in June.
The latest charges stem from incidents Sunday and yesterday, peripherally related to the original charge.
That first charge was the result of McDougall becoming argumentative with fire and police personnel after they responded to the McDougall home following a 911 call from Jane McDougall. She was suffering from a severe migraine and was seeking transport to the hospital.
Patrick McDougall tried to refuse treatment for his wife, who made a second 911 call while her husband was arguing with emergency responders.
He was charged with obstruction for that incident. Police prosecutor Jason Grosky put McDougall on written notice that he was not to contact any fire or police personnel involved in that incident. If he did, Grosky warned, he would risk being charged with witness tampering, a Class B felony.
Yesterday morning, according to police, McDougall went to the fire station and demanded to speak to fire Chief Kevin Breen. McDougall became argumentative and agitated, police said. Breen ordered him out of the station, then called police.
Police already were investigating another encounter with McDougall on Sunday. In that case, an officer went to the McDougall home to serve a subpoena on Jane McDougall because she is a witness in her husband's obstruction case. There was another verbal altercation between the police officer and McDougall before the subpoena was served.
Arrest warrants for both incidents were issued last night and Patrick McDougall was taken into custody at 8 p.m. He was released on $2,500 personal recognizance. The conditions of his release include no contact with town employees and he is to stay out of town buildings unless he has a scheduled board meeting.
He is scheduled to be arraigned on the new charges Sept. 24 in 10th Circuit Court in Salem.
