Ralph's To Go is a go at former Evenfall site

HAVERHILL — A new take-out restaurant is set to open at the former Evenfall eatery on Route 125, but the owners have yet to secure the liquor license they have been seeking to sell packaged beer and wine with take-home meals.

William Guzzardi and Carol Selvaggio have been seeking a special liquor license from the state Legislature for Ralph’s To Go because Haverhill has no more liquor or convenience store licenses to give out. The eatery is named after the old Ralph’s restaurant at the same location that was there prior to Evenfall.

But city officials said the owners are now trying to acquire a regular liquor license from a business that already has one.

“It doesn’t appear they are going forward with their request for a home-rule petition,” License Commission chairman Joseph Edwards said, referring to the process for obtaining a special liquor license from the Legislature.

Last night, the commission granted Ralph’s To Go a license to sell food and Edwards said the eatery at 8 Knipe Road now has all the approvals it needs to open.

State law caps the number of licenses available to communities for the sale of “alcohol to be consumed off premises” based on population. The state increased the number of those licenses in Haverhill from 24 to 26 when the most recent federal census came out in 2010. The city has 13 licenses for the sale of any type of alcohol and 13 for beer and wine only.
