Charged cop barred from alcohol use, contact with minors

LAWRENCE — A city police officer facing a child rape charge in Florida is barred from drinking alcohol and cannot have contact with anyone under age 18, including his alleged victim, while he’s awaiting trial, according to court papers.

Carlos Gonzalez, 48, a 25-year veteran of the Lawrence Police Department, remained in a Florida jail yesterday, held on a $165,000 bond. The officer is charged with sexually assaulting a girl while he was on vacation in Haines City, Fla. in July. Haines City is located between Tampa and Orlando.

Although he’s behind bars, the city is still paying Gonzalez his $60,000 annual salary. He was placed on paid administrative leave in December after police learned he was under investigation for sexual assault in Florida. Gonzalez is charged with sexual battery on a person age 12 to 18 by a custodian and selling, giving or serving alcohol to a person under age 21.

The officer is also under investigation in southern New Hampshire where sexual assault allegations were reported in 2005.

If Gonzalez does make bail in Florida, he is subjected to strict conditions imposed by a Polk County judge, according to court papers.

He is not allowed to possess or consume alcohol or enter any bar or lounge or use, possess or carry a firearm, gun, weapon, ammunition or knives. He is also barred with having contact with anyone under age 18, according to court papers.

The officer is also barred from having any direct or indirect contact with the victim “in person, in writing, by telephone, pager, fax, texting, email or through third persons except for scheduled court proceedings,” according to court papers.

He’s further ordered to stay away from the victim, her home, place of employment and school.

The victim told police she was assaulted in a private home in Haines City on July 22, 2012. She reported the incident to Lawrence police in December.
