City seeks parking answer

Police to help review River Street complaints

HAVERHILL — Finding a place to park on lower River Street is never easy, but spaces are even scarcer after the city activates its winter parking rules Nov. 15, Jeremy Green told City Council last night.

Green, president of a condominium association at 109-111 River Street, said 20 to 30 more people are going to be competing for spaces on River Street this winter due to a number of new apartment buildings in the area.

“This coming winter is going to be worse than ever and an untenable situation,” Green, who has lived on River Street since 2005, told councilors.

Dozens of residents living in multifamily apartment buildings on the part of River Street west of downtown have little or no off-street parking. The stretch of road, which also includes many businesses on the side closest to the Merrimack River, begins near the Comeau Bridge and ends around View Street.

The council agreed to send the matter to a committee to try to find a solution. A recommendation from police will also be sought.

Councilor William Macek said amending the winter parking rules to allow parking on both sides of River Street, except during snow storms, might provide some relief to residents there.

The alternate-side-of-the-street parking rules begin Nov. 15. Police typically allow a grace period, during which warnings, rather than tickets, are placed on cars parked illegally.

In the event of a snow emergency declared by the mayor, parking is prohibited on both sides of several major city streets, including River Street from the Comeau Bridge to View Street.
