Alley drug use complaints lead to arrests

LAWRENCE — Monday afternoon, a group of Haverhill Street area residents asked Interim Police Chief James Fitzpatrick to come to an emergency meeting about drug use and other illegal behavior in a nearby alleyway.

At 4 p.m., when Fitzpatrick and other police officers arrived near 379 Haverhill St., residents told them three men were in the alley nearby, apparently shooting heroin and getting high, according to a report.

Police found Lawrence residents Jorge Rivera, 48, of 19 Winter St., Aracadio Morillo, 48, of 3 Woodland St., #10, and Derek Hughes, 20, homeless, among heavy brush in the alley and near an adjacent lot, according to a police report.

Morillo was “sitting on the ground in the process of shooting heroin” and Rivera was sitting next to him, police said.

One officer said Morillo “still had the hypodermic needle sticking out of his arm,” according to the report.

All three were taken into custody and charged with trespassing.

During the neighborhood meeting, area residents said they did not feel safe or comfortable “allowing their children to play outside due to the fact that drug addicts are getting high in their neighborhoods,” according to the report.

Police said they are watching the situation closely and hope to resolve the problem over the next few weeks.
