SALEM — Patrick McDougall, until recently a Budget Committee and Zoning Board of Adjustment member, pleaded guilty to disorderly conduct and another misdemeanor charge this morning in exchange for having felony charges against him dropped.
McDougall, 38, received a 120-day suspended jail sentence and a $1,000 fine, suspended for two years, in 10th Circuit Court as part of a plea agreement. He also pleaded guilty to a charge of obstructing government administration.
McDougall, who said little in court, admitted to interfering with a police officer trying to serve a subpoena on his wife, Jane, for another case, when he wouldn't allow emergency personnel to take his wife to the hospital. He starts serving a two-day jail sentence in that case tomorrow.
He also pleaded guilty in connection with a confrontation with fire Chief Kevin Breen. Judge Michael Sullivan ordered McDougall to serve a year of probation.
Two witness tampering charges and a criminal threatening charge, all felonies, were not prosecuted. McDougall declined to comment on the plea agreement.
