---- — LAWRENCE — A Parker Street man accused of threatening two dozen city officials and news organizations in a vulgar, disjointed e-mail has been remanded to the Middleton jail for up to 90 days following his arraignment yesterday.
District Court Judge Michael Uhlarik ordered Cesar Rancier, 42, held after ruling that by including Police Chief John Romero on the list of those he allegedly threatened to kill, Rancier violated the parole he was serving for allegedly sending similar e-mails and making threatening phone calls to the chief in 2011.
“He was sending them for quite a period of time,” Romero said yesterday about his decision to have Rancier arrested for the first time two years ago, when he was held for 90 days after a dangerousness hearing and then released on $500 bail. “There were so many. There was a concern that somebody could be injured.”
Rancier faces seven charges in that two-year-old case, including threatening and stalking Romero and making annoying phone calls. Romero is expected to testify in the case, causing prosecutors to charge Rancier with intimidating a witness by sending Romero the new e-mail on Monday.
In two other cases that also are pending, Rancier is accused of making similar e-mail and telephone threats against employees at the Valley Works Career Center, an employment center with offices in Lawrence and Haverhill, in 2011.
He was arrested again at his home at 183 Parker St. at 4:30 p.m. Tuesday, about 20 hours after he allegedly sent the new round of threatening e-mails to Romero, Mayor William Lantigua, several city councilors and editors at The Eagle-Tribune and other news organizations.
Handcuffed and shackled, Rancier listened as prosecutor Kelleen Forlizzi asked Judge Uhlarik to revoke his bail and send him to jail because of his “escalating behavior.”
Kerrel McCrimons, the public defender assigned to represent Rancier, objected. He disputed that Monday’s e-mail contained direct threats and noted that a motion to dismiss the 2011 charges alleging Rancier threatened Romero is pending.
A court date in the 2011 case is scheduled for April 10. A court date on the new charges brought yesterday is scheduled for April 24.
