Town getting closer to land buy on Osgood Street

NORTH ANDOVER — The town is moving closer to purchasing 14 acres of open space on Osgood Street.

The selectmen were scheduled to meet at 4 p.m. Friday to approve the purchase of land at 623 Osgood St., but the session was canceled because the parties were not ready to forge a final agreement, according to Town Manager Andrew Maylor.

The property at 623 Osgood St., officially owned by Osgood Street Realty Trust, totals 15.3 acres, according to the assessors’ office. The June 12 Town Meeting approved purchasing about 14 acres of the property for up to $1.4 million.

The remaining acre will stay with the large house on the property, in which Deanna Ousler resides.

Maylor said he is confident a sales agreement will be worked out in the near future, possibly within the next week to 10 days.

Dr. George Ousler, an orthopedic surgeon who practiced at Lawrence General and Holy Family hospitals for 36 years, lived in the house for many years with his wife Deanna and their children. Ousler died in 2007 at 73 after suffering from cancer.

John Simons, chairman of the Community Preservation Committee, has said if the town does not buy the property, which is just beyond the Edgewood Retirement Community, a developer will acquire the land and build houses on it.

The money for purchasing the land will come from the Community Preservation Fund, which is financed by the 3 percent surtax property owners pay on their real estate taxes as well as yearly contributions from the state.

The total value of the property, according to the assessors’ office, is $1,367,100. The house is valued at $1,015,300 while the land’s value is $351,800, according to the assessors’ office.
