Interim Lawrence chief makes arrest

LAWRENCE — Interim Police Chief James Fitzpatrick made a drug arrest near 81 Haverhill St. late Tuesday morning.

At 11:30 a.m., Fitzpatrick was driving an unmarked cruiser in the area, when he noticed a man who appeared to be lost and crossed back and forth on Haverhill Street several times, he wrote in a report.

From past experience and training, Fitzpatrick said “this can sometimes be the activity of a person in the process of consummating a narcotics transaction.”

Fitzpatrick drove around the block and when he came back, saw the man crossing the street again. Then the man picked up the pace.

The chief approached the man, asking him to remove his hands from his pockets and why he was in the area. The man said he was visiting a friend — but couldn’t remember the friend’s name, according to Fitzpatrick’s report.

Fearing for his safety, Fitzpatrick again told the man to remove his hands from his pockets. The chief then instructed him to put his hands on his head “so I could check him for weapons that could be used to harm me.”

When the man put his hands up, the pockets of his sweatshirt flared. Fitzpatrick saw a glassine baggy with a white powdery substance believed to be drugs inside.

Harry Vidal, 28, of 6 Hill St., Amesbury was arrested and charged with illegal possession of a class B substance, believed to be cocaine.

Assault: 181 Pelham St., 10:47 p.m.
