Two busted on heroin charges in Lawrence police parking lot

LAWRENCE — When Patrolman Adam Goujon approached the silver Honda Pilot to ask the driver why he was parked in a space reserved for patrol cars in front of the police headquarters on Lowell Street, he couldn't believe what he was seeing.

"He was about to shoot up," Goujon said of the driver, who was sitting in the car with another man at 12:30 yesterday afternoon. "He was holding a needle. I said, 'You're shooting up right in front of the police station?' He said, 'I know, I messed up.' I couldn't believe the audacity."

Ilyass Nabih, 25, of 26 Harris St., Nashua, N.H., was arrested yesterday and charged with possession of a class A substance, heroin.

The passenger in the car, Thony Sengsoulya, 29, also of Nashua, was arrested and charged with knowingly being present where heroin is kept.

Officer Goujon was outside the Lowell Street station when he spotted the small SUV, parked just inside the driveway of the police station, where two signs say: "Marked Patrol Vehicle Parking Only."

The men said they had come to report a car accident they had been in earlier in the day. Both men were sitting in the car when Goujon walked up.

After a brief discussion, he and another officer placed the two men under arrest and took them on a short walk to the booking room.

Police Chief John Romero said he was dumbfounded by the case.

"These guys belong in the gang that couldn't shoot straight," he said. "All those police cars should have been a hint that perhaps they were in the wrong place. This was really stupid. It's not a good idea, especially when you are parked in the spaces that say 'for police only.'"

He said it reminded him of another case. Police were booking a man on selling drugs, when the man's phone rang. It was from a buyer. They gave the buyer directions, to the police station. When he arrived, they arrested him.
