NORTH ANDOVER — Construction of a new Dunkin’ Donuts on Route 125 may begin by next month, according to an engineer for the project.
Mark Gross, of MHF Design Consultants, presented a revised stormwater management plan to the Conservation Commission Wednesday night. The system will include a sand filter, which will remove sediments and other pollutants from the water that runs off the site, Gross said.
The commission voted to continue the hearing until April 24, pending a review of the system by a consultant. Gross told The Eagle-Tribune he is confident the commission will approve the plan, which calls for a 2,250-square-foot coffee shop with a drive-through window.
The Planning Board has already approved the Dunkin’ Donuts, Gross said. The shop will be on a hill at 1018 Osgood St. The dilapidated house and garage that now occupy the site will be demolished, Gross said.
The house was owned for many years by the late William Chepulis, who served on both the Planning Board and Conservation Commission. Cafua Realty Trust, a Methuen firm that owns and operates numerous Dunkin’ Donuts franchises, bought the property from the Chepulis family in January 2012 for $400,000.
The commission approved TBI’s application to build a ramp from the company’s plant at 120 Holt Road to an adjacent site the firm recently purchased. TBI is a major recycler of construction debris.
The commission continued until April 24 Flight Landata’s request to enlarge its facility at the Lawrence Municipal Airport. The company provides aerial mapping services.
Commission members asked for more information on snow removal plans. Commissioner Albert Manzi Jr. said he wants to know how the company intends to handle the deicing of its aircraft.
Glycol, the chemical used for deicing planes, poses a danger if it seeps into ground water, he said.
Both the commission and the trustees of the Stevens Estate accepted a forest management plan for Osgood Hill. The details of carrying out the plan have yet to be worked out, according to Conservation Administrator Jennifer Hughes.
