SALEM, Mass. - Lawrence Deputy Police Chief Melix Bonilla and Mayor William Lantigua's former Chief of Staff Leonard Degnan both pleaded not guilty to extortion, conspiracy and other charges at their arraignments this morning.
Both were released with bail warnings and ordered to turn over their passports.
Indictments were handed down yesterday.
Bonilla's charges stem from a deal he brokered to swap 13 city-owned cars for 4 Chevrolets with a campaign donor and friend of Lantigua. A federal report on the incident found the deal cost the city $30,000.
Degnan's charges were based on the procurement of a trash truck from the city's trash hauler Allied Waste which was donated to the Lantigua's hometown of Tenares in the Dominican Republic.
