Drug unit arrests 3 for heroin trafficking

LAWRENCE — Detectives of the Lawrence Police Department’s Street Narcotics Enforcement Unit yesterday arrested an alleged drug dealer from Methuen and two men who admitted to buying heroin from him in the city’s Prospect Hill neighborhood.

Police charged Kenneth Colon, 24, of Methuen; Joshua Fournier, 23, of Manchester, N.H.; and Scott Robson, 41, of Manchester, N.H., with trafficking in more than 14 grams of heroin.

Lt. Mark Ciccarelli noticed a Saturn with New Hampshire license plates driving around in the area of East Haverhill and Ferry streets shortly after 2 p.m. The car turned onto Woodland Street, where it parked on the side of the road near Leslie Street, Officer Chad Lawlor wrote in his report.

About 10 minutes later, a green Nissan Maxima with Massachusetts license plates pulled onto Woodland Street and drove past the Saturn, which began to follow the Nissan. Both cars turned left onto Katherine Street and stopped, with one of the men from the Saturn, later identified as Fournier, getting into the Nissan. Both cars continued down Katherine Street and turned right onto Ferry Street. When the cars turned onto Pleasant Street, they stopped again and Fournier got back into the Saturn, according to Lawlor.

At that point, the detectives believed they had witnessed a drug transaction and followed the Saturn, later stopping it on Marston Street. Police ordered the two men out of the car. Lawlor said he observed three small purple packages laying between the passenger seat and the center console. The wrapped items contained about 20 grams of heroin.

Fournier told Lawlor he paid $1,000 in cash to the driver of the Nissan for the heroin. Police later stopped the Nissan at Loring Avenue and Salem Street. Police confiscated two cell phones from Colon, according to Lawlor’s report.

Police also discovered that Robson had an outstanding arrest warrant for assault and battery.
