LAWRENCE — A man police said is notorious for breaking into cars was ordered held without bail at his arraignment in Lawrence District Court yesterday.
Police are trying to link Victor Delgado to a 70 percent jump in car breaks since he was released from jail two weeks ago, but it was a violation of his probation that sent him to jail without bail.
Delgado, 32, of 79 Haverhill St., was arrested near City Hall at 200 Common St. on Tuesday afternoon after acting Economic Development Director Thomas Schiavone looked out his office window and spotted someone trying to break into a car parked across the street from City Hall.
Schiavone called his brother, Officer Kevin Schiavone, on his cell phone to report the incident, and Delgado was arrested a short time later.
Police said they saw Delgado toss an item into the open window of the bandstand in Campagnone Common, and later recovered a Sirius Satellite radio stolen from another car earlier in the day at Franklin and Lowell streets, police said.
During booking, police said they found a remote control to the radio in Delgado's sweatpants pocket.
After his arrest, Delgado was charged with receiving stolen property over $250 and disorderly conduct.
Assistant District Attorney Maria Markos asked Judge Thomas Brennan yesterday to set $10,000 cash bail, citing Delgado's lengthy record and police suggestions that car breaks in the city had jumped 70 percent since his release from jail two weeks ago, compared with the two weeks prior.
Information supplied by police shows there were 20 car breaks between Oct. 31 and Nov. 11, the two weeks before Delgado was released, and 34 car breaks from Nov. 12 through 23, the two weeks after his release.
But John Carlson, the lawyer for Delgado, strongly objected to the bail.
"My client will not be able to post anything," Carlson told the court. "Ten thousand is a large figure, too large."
Carlson also said the police report contained no information linking Delgado to the satellite radio that was recovered.
Brennan set $2,500 cash bail for the new charges, but then ordered Delgado held without bail for violating the terms of his probation.
On July 31, Brennan placed him on one year of probation each on charges of trespassing, possession of heroin and receiving stolen property.
The 6-foot-tall Delgado, sporting an unruly mop of black hair, baggy sweatpants and a sweatshirt, leaned against the doorway of the prisoners dock during the proceedings.
Delgado was ordered to return to court Jan. 6.
