Windham still owes paver $23,000

WINDHAM — The Conservation Commission recently voted to contribute $38,000 to the balance that the Windham Rail Trail Alliance owes for paving the rail trail.

Tate Bros. Paving Service of Hudson is still owed $23,000 for the final paving, done in 2008.

Company owner Bill Tate said he was confident that he would be paid the balance. He said he understands the difficulty the trail alliance has had paying for the work was due to tough economic times.

Wayne Morris, a member of the rail trail group and the Conservation Commission, said the alliance had expected to receive a pledged donation of $50,000 from the developer of the Spruce Pond project, but the development was on hold because of the economic downturn.

Tate said he recently contacted Town Administrator Dave Sullivan about the debt. Alliance members and the Board of Selectmen discussed it on Oct. 26.

Selectman Charles McMahon said the board referred the matter to the Conservation Commission because the trail work qualifies for commission funding.

Morris said the trail abuts several conservation parcels and the pathway serves as a trail-head for those parcels.

The commission voted Nov. 12 to contribute the $38,000. Morris said he didn't know where the remaining $23,000 would come from. Sullivan was not available for comment.
