Zoning changes mulled in Windham

WINDHAM — Residents will present proposed changes to local zoning rules Wednesday, including those to protect water quality at Cobbetts Pond.

Planning Board members will listen to supporters of the citizen-petitioned ordinance present their changes before the board votes to recommend them to the public. Residents will have the final say when voting on the warrant at Town Meeting in March.

Cobbetts Pond resident Kathleen DiFruscia will present a proposed watershed protection overlay district for the pond.

The zoning amendment, which has the backing of the state Department of Environmental Services, would require a soil erosion plan for new home construction. It also would require any development proposal to show it does not add more nutrients to the pond.

Other citizen-petitioned amendments to be presented include a proposal to rezone state-owned property off Range Road near the golf course.

The change would be from the current professional business and technology district to a business commercial district.

Another proposal, for the town's historic district, features mostly housekeeping changes, including the removal of redundant language.

"We just made it a whole lot easier to understand — and to work with," said Carol Pynn, chairwoman of the Historic District/Heritage Commission.

The meeting starts at 7 p.m. at the Community Development Department building at 3 N. Lowell Road.
