Panama City, FL — Born in Methuen, Mass., on October 9, 1939, he was the son of the late Arthur A. Blouin & Lillian Simpson.
He worked for the Lawrence Water Department for many years before moving to Florida in 1986.
He is survived by his longtime companion, Genevieve Bokamp of Panama City, Fla.; two daughters and son-in-law, Donna and Kenneth Catalano of Windham, N.H., and Alicia Downing of Panama City; son, David Parshley of Haverhill, Mass.; sisters, Corinne and husband, Joseph Ramey of Methuen, Mass., and Barbara Williams of Meca, Ariz.; four grandchildren, Chad, Melissa, Elizabeth, and Kyle; five great-grandchildren, Mia, Thalia, Izabellah, Jeremiah, and Jordan of Methuen; and several nieces and nephews.

ARRANGEMENTS: A private Mass for family and friends will be celebrated on Saturday, November 16, at 11 a.m., at Our Lady of Good Council Parish, 22 Plymouth Street, Methuen, Mass.
