I can understand the temptation to lump federal and state tax collection agencies together, since we share the same mission. But I did want to correct the perceptions of one author in a recent Sound Off column who wrote that the Massachusetts Department of Revenue, like the IRS, uses taxpayer funding on out-of-state employee conferences at the expense of upgrading government computer programs to deter public assistance fraud.
DOR holds all training programs in Massachusetts, which has been limited to two half-day meetings for managers a year. All requests by our employees to attend an out-of-state conference organized by a tax association, auditing organization or child support-related entity must be deemed mission critical to be approved.
As for upgrading government computer systems to detect fraud in our public assistance programs, DOR is working with the Department of Transitional Assistance on a portal that will help determine eligibility for new applicants and for fraud detection and follow-up for existing clients who hold EBT cards.
DOR is working hard to inspire public confidence by administering and enforcing tax, child support and municipal finance laws in ways that are customer-focused, innovative and transparent.
