Sat, May 17 2008 LAWRENCE — A Lowell man was arrested after police found him passed out at the wheel of his car in the parking lot of a South Broadway strip mall with a line of cocaine on a CD case in his lap, police said. Officers Thomas Cuddy and Charles Saindon were at a coffee shop at South Broadway and Andover Street at 1:45 p.m. Tuesday, when an employee of a nearby pharmacy told them there was a man passed out inside a car in the parking lot. The officers found the car and when they looked inside saw Thomas Joseph, 29, of Lowell passed out behind the wheel of the vehicle, which was running, police said. The officers saw blood running from his nose and after knocking on the window and getting no response, and not knowing if Joseph needed medical attention, they opened the car door and tried to wake him. The officers then saw the CD case on his lap with a line of white powder on it, police said. Police said Joseph woke up and was removed from the car without incident. The officers found a rolled up $1 bill with white residue on it in the car, police said. Joseph was charged with possession of cocaine, police said.
