Tonight is North Andover Town Meeting

Town Meeting is tonight at 7 in North Andover High School. Residents will decide the following:

1. Hear reports of special committees.

2. Accept reports of receipts and expenditures. Selectmen recommend. Finance Committee will make recommendation at Town Meeting.

3. Authorize Town Manager and Superintendent to award contracts, not including personnel, in excess of three years. Selectmen recommend. Finance Committee will make recommendation at Town Meeting.

4. Accept grants of easements for access, water, drainage, sewer, roadway and utility purposes. Selectmen recommend. Finance Committee will make recommendation at Town Meeting.

5. Authorize to grant easements for access, water, drainage, sewer, roadway and utility purposes. Selectmen recommend. Finance Committee will make recommendation at Town Meeting.

6. Decide the salary and compensation of elected town officials. Selectmen and Finance Committee recommend.

7. Transfer money from accounts with surpluses to accounts with deficits for fiscal year 2008 budget. Selectmen will make recommendation at Town Meeting. Finance Committee recommend.

8. Amend Capital Improvement Plan Appropriation for Fiscal Year 2003. Selectmen recommend. Finance Committee will make recommendation at Town Meeting.

9. Pay unpaid bills from prior years. Selectmen and Finance Committee recommend.

10. Spend $77 million to run the schools and town in fiscal year 2009. Selectmen and Finance Committee recommend with amendments.

11. Approve water enterprise fund. Selectmen and Finance Committee recommend.

12. Approve sewer enterprise fund. Selectmen and Finance Committee recommend.

13. Approve Stevens Estate enterprise fund. Selectmen recommend. Finance Committee will make recommendation at Town Meeting.

14. Spend $3.6 million on Capital Improvement Projects.

15. Reauthorize existing revolving funds. Selectmen recommend. Finance Committee will make recommendation at Town Meeting.

16. Spend or allocate $1.8 million of Community Preservation funds. Selectmen and Finance Committee recommend.

17. Spend $18,000 for the Senior Work Program. Selectmen and Finance Committee recommend.

18. Spend $9,400 on the town's Fourth of July display. Selectmen and Finance Committee will make recommendation at Town Meeting.

19. Transfer and borrow money to buy former Merrimack Valley Federal Credit Union Building and convert it into a police station. Selectmen recommend. Finance Committee does not recommend.

20. Approve spending $903,288 from prior projects to renovate the Bradstreet School into a police station. Also, transfer land of current police station to selectmen to sell and put the money toward a new police station. Selectmen do not recommend. Finance Committee will make recommendation at Town Meeting.

21. Convert Bradstreet School into police station at a cost of $8 million. Selectmen and Finance Committee will make recommendation at Town Meeting.

22. Authorize borrowing money to build a 10-classroom preschool next to Atkinson Elementary School. Selectmen recommend. Finance Committee does not recommend.

23. Allow town's school and municipal departments to consolidate administrative functions. Selectmen and Finance Committee recommend.

24. Petition the state Legislature to exempt the town from paying prevailing wages for projects less than $50,000. Selectmen and Finance Committee recommend.

25. Enforce and uphold the general and zoning bylaws of the town and bring in special counsel to explain why bylaw is not legally enforceable, if it is not enforced. Selectmen do not recommend. Finance Committee makes no recommendation.

26. Enforce the zoning bylaw that requires a 600-foot set-back of all wireless antennas from residential and educational properties. Selectmen do not recommend. Finance Committee makes no recommendation.

27. Limit ability of town to take property by eminent domain only for town or authorized agencies of government and only to be used for actual public use and not economic development. Selectmen recommend. Finance Committee does not recommend.

28. Expand duties of the Revenue and Fixed Costs Review Committee. Selectmen will make recommendation at Town Meeting. Finance Committee does not recommend.

29. Accept Foulds Terrace as a public way. Selectmen and Finance Committee recommend.

30. Take Autran Avenue for a public way. Selectmen will make recommendation at Town Meeting. Finance Committee does not recommend.

31. Establish an Excavation and Trench Safety Board. Selectmen recommend. Finance Committee makes no recommendation.

32. Allow construction of athletic fields on Town Farm. Selectmen recommend. Finance Committee makes no recommendation.

33. Establish a Stormwater Management and Erosion Control Bylaw. Selectmen and Finance Committee make no recommendation.

34. Establish a Machine Shop Village Neighborhood Conservation District Bylaw. Selectmen recommend. Finance Committee makes no recommendation.

35. Allow addition of family suites in the R-4 residential district. Selectmen will make recommendation at Town Meeting. Finance Committee makes no recommendation.

36. Amend sign and sign lighting regulations in zoning bylaw. Selectmen will make recommendation at Town Meeting. Finance Committee makes no recommendation.

37. Establish a third Corridor Development District. Selectmen recommend. Finance Committee makes no recommendation.

38. Change zoning on Route 125 between Barker's Farm and the Haverhill border to a Corridor Development District to allow for more commercial uses. Selectmen recommend. Finance Committee makes no recommendation.

39. Change zoning bylaw for screening and landscaping for off-street parking. Selectmen will make recommendation at Town Meeting. Finance Committee makes no recommendation.

40. Give Planning Board more flexibility in deciding a development schedule for projects. Selectmen will make recommendation at Town Meeting. Finance Committee makes no recommendation.

41. Change language in bylaw that describes rules and regulations for fire alarms. Selectmen recommend. Finance Committee makes no recommendation.

42. Amend zoning bylaw to clarify definition of a structure. Selectmen will make recommendation at Town Meeting. Finance Committee makes no recommendation.

43. Limit size of any retail establishment in Business 1 and Business 2 districts to 50,000-square feet. Selectmen will make recommendation at Town Meeting. Finance Committee makes no recommendation.

44. Rezone two parcels of land on Turnpike Street from residential to business. Selectmen will make recommendation at Town Meeting. Finance Committee makes no recommendation.

45. Rezone four parcels of land on Andover Street from residential to business. Selectmen and Finance Committee make no recommendation.
