READER'S QUESTION: Should the city delay implementation of the new trash program?
(This question was submitted by reader Dan Clark of Lawrence.)
LANTIGUA: Did not respond
ABDOO: We should postpone it. Citizens need more information. The current administration signed a questionable contract and the city needs more time to prepare for such a program. There is a sizeable savings for the city, but we must take a step back and use common sense. It is too late in the season and the citizens and businesses deserve a program that they understand.
READER'S QUESTION: If you become mayor, how will you keep streets and sidewalks clean?
(This question was submitted by reader Joseph Indoccio of Lawrence.)
LANTIGUA: I would propose an ordinance that the first time you are caught leaving trash in the street you are given a warning. Second offense would be a $300 fine attached to your property. I don't think people will continue littering when they get a $300 fine.
ABDOO: My plan will be simple and will involve the community. I will ask the DPW and the beefed up Inspectional Services Division to focus on this municipal plague and seek employees' ideas for better cleaning methods. Also, I will ask community groups and nonprofits to help with cleanups.
READER'S QUESTION: What's your education and military service? (This question was submitted by reader Tom Casey of Lawrence.)
LANTIGUA: Ask a question about how I am going to serve the city of Lawrence.
ABDOO: I graduated from Central Catholic High School in 1985 and earned a bachelor's degree in political science at Salem State College 1997. I have also attended Suffolk University, working on a master's of public administration.
I was in ROTC from 1988 to 1990, and in the United States National Guard from 1990 to 2007.
READER'S QUESTION: How will you address a lack of fire protection in Lawrence? (This question was submitted by reader A. Pelletier of Lawrence.)
LANTIGUA: I would seek grants from private foundations that donate to public safety organizations. The situation now is derived from a lack of funding. If we are going to hire more firefighters and get equipment they need we need revenue. Plenty of foundations would be sympathetic to our cause.
ABDOO: Firefighters here don't lack motivation and spirit. Their response times are commendable. This all comes down to resources. I will work closely with firefighters and be frank about city finances. I will actively pursue state and federal grants. When the economy improves, I will try to replenish 19 vacant firefighter jobs and re-open closed firehouses.

QUESTION 1: What should be done about Superintendent Wilfredo Laboy?
He should resign now not after vesting in the pension system. He has announced his retirement mid-year next year yet we owe our children a fresh start now. As Mayor, I will hire a superintendent who inspires teachers and students and implements a student-centric curriculum that improves our schools.
QUESTION 2: What's one thing you would have done differently in this past budget battle?
The budget process needs to be managed better. As mayor I will insist on transparency and accountability city-wide. I will begin with a complete financial audit and responsible budgets built with solid financial underpinnings. Lastly, I will work with the new council to assure your tax dollars are spent wisely.
QUESTION 3: What is the biggest complaint you hear from voters and what do you plan to do about it?
When I'm knocking doors, people tell me their voices aren't being heard. When they try to get through to City Hall, there's no response. Taxpayers want a responsive city government, accountable to "the people." As mayor, I will always be available to constituents and respond to their challenges ... guaranteed.
QUESTION 4: How would you sell a potential investor on Lawrence?
Lawrence has tremendous assets — its history, thriving airport, multicultural restaurants, dynamic businesses and strategic location between Boston and New Hampshire. We have a tradition of innovation and creativity that is fueled now by a new generation of immigrants. I'll strive to harness state and federal programs to kick-start promising developments.
QUESTION 5: What's the number one issue facing the city; what do you plan to do about it?
Lawrence needs proven, competent, and accountable leadership that can bring professional management to City Hall. That means listening to people's concerns and responding swiftly and appropriately. Better planning for public safety, public works, and community development will translate to a cleaner, safer city. Be assured, I will be personally involved!

Why I am running for this office and what I hope to accomplish during my term: I am running for this office because I have a basic understanding of how the Lawrence public schools are run. I have 37 years of experience with the (schools). Teachers know me, trust me and let me know what is happening. Education is not a child's game. It is important in producing America's next generation of leaders, while costing taxpayers billions of dollars yearly.

I would develop and set actual performance standards that would be cost effective, reduce crisis management, set and maintain direction, and give the community a standard for measuring school success. I would also set the superintendent's new contract to be consistent with all other city of Lawrence individual contractual employees.

I want to play an intricate part in getting to solutions, which puts the focus back on education and helps the parents of Lawrence receive the best academic achievement for their children. Political experience: Ran unsuccessfully for District F council seat in 1999, 2001, 2003 and 2005. Elected to School Committee in 2007, but resigned when FBI arrested him on federal charge of forging a military discharge paper. He pleaded guilty to impersonating a Marine veteran and lying about receiving a Purple Heart.
