One thing surprising about yourself: I would rather dine on a Borelli's tomato and cheese sausage in a Piro's roll than eat in a 5-star restaurant in Boston.

What is the biggest issue facing Methuen right now? Leadership is the biggest issue. Methuen has been managed with unethical standards, resulting in multiple legal and fiscal crises. Many city departments are in disarray. There is no proactive plan developed for the future of Methuen. A true leader places the good of the institution above their personal ambition.

One thing surprising about yourself: I believe in trying and employing new technology and that is reflected in the total overhaul the city Web site has undergone, winning three consecutive e-government awards from Common Cause.

What is the biggest issue facing Methuen right now?: The ongoing fiscal crisis. In this fiscal cycle I have negotiated nine city side collective bargaining agreements that reflect 10 percent wage cuts for all personnel, including an $8,000 cut for the mayor's position. We cut $2.8 million in spending, and maintained services for our residents.

Given the current economic conditions and the worsening outlook from the state in regards to local aid to cities and towns, what preparations will you make in order to maintain the balanced budget?

MANZI: Further efficiencies would include continued attempts to find synergies between city and school operations, as well as additional work on regionalization efforts that would include joint purchasing and sharing of equipment and personnel. Future financial solvency for localities will be heavily dependent on state reforms of health care and pensions.

DINUCCIO: I’ll negotiate new contracts with the labor unions, privatize non-essential services, and cut waste in the budget like take home vehicles, phones, and gas stipends. I’ll consolidate departments where there is redundancy, and increase the city’s purchasing power. I will run a more efficient government. It’s possible to do more with less.

Why do we have any employees taking home city-owned vehicles?

MANZI: City vehicles are given on a take-home basis only to personnel that may be required to respond on a 24-hour basis. I have promulgated an executive order reforming the system, including a 10-mile limit, a strict prohibition on personal use, with severe penalties for violations.

DINUCCIO: With the exception of the chiefs of police, fire, and also the K-9 officers nobody else needs a take-home vehicle, including the mayor. This is just the tip of the iceberg. There are also stipends given for personal vehicle use that also needs to go away.

What specifically are you going to do to attract light industry to Methuen?

MANZI: Our strong economic development team, with its successful streamlined permitting process, will continue to work with the Chamber of Commerce, Merrimack Valley Means Business Web site, and the state's Business Resource Team to identify businesses that will be a good fit for the city and market-appropriate sites.

DINUCCIO: Several things attract business. Location, a skilled work force, friendly city government, and tax incentives. But having all the above is no guarantee. An aggressive marketing strategy targeting the business you want to attract is the key to success.

What is being done to correct the problem with the very low MCAS scores in the schools?

MANZI: For 2009, on the basis of its aggregate MCAS scores, Methuen's performance was rated High in English language arts and Moderate in mathematics. We will continue to strive toward focusing more resources to the classroom, and concentrate on improving MCAS results in our subgroups.

DINUCCIO: The school administration is not addressing the different learning needs of the students. We need targeted intervention to address the subgroups issues. Also, resources need to be spent on reducing classroom sizes, not on administration.

The mayor waited until it was time to set last year's budget to negotiate with the unions for concessions. We are told that the next budget is going to be worse. What is the city doing now to correct the problem?

Why do you want to be city councilor?: The budgetary and personnel problems Methuen confronts are best solved with new perspectives and attitudes. My work will tackle these issues rather than furthering political goals. I bring a new vision with no political affiliations or vendettas to settle. I will work for the taxpayers, not against a political rival.

One thing surprising about yourself: I worked at Community Drugstore in Methuen Square and met Laura there. My boss, Mel Weagle, was a city councilor. I learned about Methuen "politics" at an early age.

What is the biggest issue facing Methuen right now?: The financial crisis. Since 1999, population stayed constant, yet expenses grew 77 percent. Every year, expenses were higher than revenues. City fund dwindled from $5.8 million to $1.9 million. We must shift from a government of personal agendas and political motivations to one of sound business principles and practices.

Why do you want to be city councilor?: In this difficult economic environment, I want to apply my proven business experience to implement new, creative solutions to the complex issues facing Methuen. I also will provide new leadership to transform Methuen from a government of personal and political agendas, to one of sound business principles and practices.

Why do you want to be a City Councilor?: When I retired I chose to run for City Council to give back something to the community. I felt we needed change and I have tried to be a change for the better by being a strong voice for my district. We need to bring city government back to where it belongs, the taxpayer.

Time has come for a school that are children not only deserve but have a right to so that they can be globally competitive in the future. Sidewalks leading up to all Schools in Methuen.

Why do you want to be city councilor?: I enjoy serving and giving back to my community. My children have grown up in Methuen and have gone through the Methuen school system. I've been very happy with all that Methuen has to offer. I want to make Methuen the best city in the country.

Methuen schools should be for Methuen residents only. Class sizes are escalating, especially at the K-8 levels. I am ready to tackle those issues.

Why do you want to be a School Committee member: I want to be involved in decision making that will impact the present and future of education in Methuen. It is my intent to continue to bring accountability and transparency to the Citizens of Methuen. The most exciting reason for my candidacy is being involved in the new high school project.
