January 15, 2009 12:00 am HAVERHILL — A 43-year-old city woman was arrested after she flagged down an undercover officer dressed in plain clothes and offered him sex for money, Detective Capt. Alan Ratte said. Johanna Donovan, of 17 8th Ave., was charged with sexual conduct for a fee following her arrest at 200 Main St., at 9:55 p.m. Tuesday, Ratte said. Ratte said the arrest was the result of independent observation on the street by the detective, who then with his sergeant set up to arrest Donovan. Ratte said the arrest was part of the department's continuing effort to crack down on quality of life crimes in the city.
