NORTH ANDOVER — Salem, N.H., selectmen gathered here yesterday for a three-hour retreat despite protests by some residents that an out-of-state meeting would disenfranchise voters.
The retreat — at the North Andover law office of board Chairwoman Beth Roth — was designed to give the selectmen a chance to discuss long-term goals away from the distractions of Salem Town Hall and the day-to-day tasks that consume most of their meetings.
