LAWRENCE — A fugitive with ties to Lawrence and Salem, New Hampshire, has been added to the "Most Wanted" list kept by Massachusetts State Police.
Carlos Vizcaíno, 33, who is known to use numerous aliases, is charged with kidnapping a woman and raping her at knifepoint over several hours in New Bedford last year, state police said.
In a report released Tuesday morning, state police said Vizcaino is "actively trying to evade law enforcement."
Vizcaino, who is reported to be a native of the Dominican Republic but has previously claimed to be from Puerto Rico, has in the past used the names Luis Castro, Angel Maysonet, Luis Linares, and Carlos Vizcano, state police said. He has used various dates of birth and Social Security numbers with his aliases, state police said.
State police said Vizcaino is about 5 feet-7 inches tall, weighs 185 pounds, is light skinned, and has black hair and brown eyes.
He has tattoos on his upper left arm and right shoulder, and scars on his forehead, police said. He has ties to Lawrence and Lynn, as well as to New Hampshire, Rhode Island, and Pennsylvania, according to the state police report.
Vizcaino is charged with attacking a woman a woman in New Bedford in the early morning of hours of May 31, 2018. Police there responded to a report of an unclothed woman running from a vehicle, according to the state police report.
Responding officers discovered the victim, a woman in her mid-20s with injuries, and got her to a local hospital.
An investigation by New Bedford detectives suggests that Vizcaino held the victim against her will at knifepoint for several hours and sexually assaulted her, according to state police.
The victim was able to escape from the vehicle, where the assaults happened, and ran toward a stranger’s car, police said.
Vizcaino fled in his vehicle and the occupant of the other car called police, according to the state police report.
Police obtained a warrant from New Bedford District Court charging Vizcaino with these offenses: armed kidnapping with sexual assault, rape with threat of bodily injury, and assault and battery with a dangerous weapon.
Vizcaino also has four other Massachusetts warrants for various motor vehicle violations issued out of the Lynn, Lawrence, Framingham and Plymouth district courts, and has another warrant, under the name Angel Maysonet, for motor vehicle offenses out of a court in Salem, New Hampshire.
According to state police, Vizcaino has used a New Hampshire driver's license under the name Angel Maysonet during an prior interaction with police in Salem, New Hampshire, as well as a Rhode Island license under the name Luis Castro and other identifications under the names Luis Mateo Castro and Luis Linares during a previous interaction with law enforcement in East Providence.
